CNOOC starts second phase of Penglai

CNOOC Ltd. and ConocoPhillips China Inc. have begun pilot production from the Phase II development of the Penglai (PL) 19-3 oil field. Oil is flowing from Platform C, the first wellhead platform to come on stream under the Phase II PL 19-3 oil development.

The production facilities in the Phase II PL19-3 project include five wellhead platforms, a central processing facility and a newbuild floating production, storage and offloading facility (FPSO) Hai Yang Shi You 117, or Offshore Oil 117, with a designed processing capacity of 190,000 b/d oil.  The FPSO is under construction at Sembawang Shipyard in Singapore.

First oil from Platform C was processed by the leased FPSO Bohai Ming Zhu, which is capable of processing up to 45,000 b/d of oil. The vessel was producing about 26,000 to 30,000 b/d of oil from a 24-slot wellhead platform under Phase I of PL 19-3 in early 2007. Offshore Oil 117 is expected to replace Bohai Ming Zhu in late 2007 or early 2008.

The PL19-3 oil field is located on Block 11/05 in Bohai Bay. The field, which is touted as China’s largest producing offshore asset, first started production in December 2002. CNOOC operates PL19-3 with a 51 per cent stake. ConocoPhillips holds the remaining 49 per cent interest.
